Site HSES Manager 

Contexte de la mission
The HSES Manager in a construction site in Toulouse, France with overall responsibility for Site HSES (Health, Safety, Environment, Security). The HSES Manager leads, assists and advises the Site/Construction/Commissioning Manager concerning all HSES issues on site during construction, commissioning stages. He leads and guides Contractors HSE teams.

Location: Toulouse, France

Objectifs et livrables

Tasks/ Activities:
  • Promote 12 Life Saving Rules and Stop work authority
  • Support E&C site manager in the management of safety
  • Put in place and animate the prevention organization
  • Manage the HSES officers team
  • Ensure that the Subcontractors have taken in account contractual and local safety requirements (E&C Europe HSES plan and safety standards, local regulation requirements, Client requirements, and Site requirements).
  • Check and co-validate the subcontractor’s HSES plan, risk assessment and other required documents.
  • Check that the material, tools, machines are controlled according to local effective regulation otherwise E&C Europe requirements.
  • Communicate with Subcontractor the safety points concerning special works (e.g , excavations, confined space, work at height, lifting, radiographics, pneumatics etc).
  • Monitor and validate the procedures related to use and storage of chemical products on site.
  • Monitoring of the effective daily housekeeping on worksite and base life. 
  • Manage the Safety meetings with All subcontractors, issue a Minute of Meeting, observations close out follow up.
  • Management and checking of E&C Safe Work Permit, Confined Space Permit, X Ray Notification, Pneumatic Notification, Hydraulic Notification, Heavy Lifting Plan in accordance with local regulation, E&C Europe standards and site requirements.
  • Participate to the Coordination Meeting with subcontractors giving information and monitoring about: coactivity, special works, dangerous works, special safety instruction (client, weather, confined space …)
  • Perform Safety Audit on site with topics, identify corrective action, follow-up.
  • Stop the activities when considering unacceptable risks have been taken regarding the use of materials, the applied work method and/or technique or the way the job is being executed, which can cause harm to man, machine or environment. 
  • Perform specific training to workers e.g. TBT, Safe Work Permit, Work at height, Confined Space.
  • Implements a site specific HSES/Emergency Response Plan and update if necessary
  • Implements safety walk-downs, maintains HSES inspection records (such as Safe/Unsafe Acts daily log, etc.) as specified in the Site HSES Plan and report substandard conditions and acts to Site/Construction/Commissioning Manager on a regular basis, suggest appropriate measures to readress these conditions and acts and work towards close out.
  • Audits documentation of all HSES aspects of the (Sub)contractor JHA’s/JSA’s, permits, equipment inspections, orientations, incident reports, operator certifications, meeting notes, training, and etc.

Qualification required:

-N1/N2 or VCA1/VCA2
-Work at height and confined space training
-Electrical authorization H0B0
-First aider
-Scaffolding verification
English B2 level minimum
Experience of at least 10 years in Oil and Gas/Chemical construction plants
