Project : We are seeking experienced Contract Advisor to join a petrochemicals expansion project – Amiral Project - in Saudi Arabia for a leading operator.

The AMIRAL project is a highly complex petrochemicals program including multi EPCC packages, connected to the SATORP refinery and interfacing with several downstream new investors and several third-party stakeholders located in the industrial area Jubail 1&2 and King Fahd Industrial Port. The project includes a mixed-feed steam cracker that will produce 3.5 MT/y of chemicals, related high added value petrochemicals and HDPE units, with all supporting utilities, storages, off-sites, and buildings.
The overall CAPEX of the project is > $ 10.0 Bn, with investors bringing an additional $ 3Bn, to be developed over a period of 4.5 years. The EPCC contract scope of work represents 100 million manhours and 25,000 workers at peak
The execution of the packages (EPCC Lump Sum Contracts) will be supervised by the shareholders through a project management team (PMT) staffed by secondees from TotalEnergies, Saudi Aramco, and external supplemental employees into several entities dedicated to the program, to handle financing aspects, business development, logistics, interface with authorities, operations, and execution, and follow EPCC package Contractor activities. The PMT team is expected to peak at 350 persons and will be based in Europe, Korea and in the Kingdom of Saudi Arabia during 12-24 months for the detailed engineering phase, before being fully relocated in Jubail industrial area adjoining the construction site, for the completion of the detailed engineering, construction, commissioning, and start-up activities.
The project scope is divided into a PMT general Entity and 6 EPCC packages with PMT representatives.
The management and control of each EPC is executed by each Package PMT, however the Contract Advisors of each package will have to coordinate to provide on-voice to the Contractors.


MISSIONS
The service holder is in charge:
  • Ensure that all contracting initiatives, decisions and commitments are recorded in an auditable manner
  • Provide negotiation support to package management team on contract deviations including development and maintenance of deviation register.
  • Provide to package management the require expertise on EPC contract management related issues


ACTIVITIES
  • Ensure that the implementation of Contractor HSSE practices is realized and in accordance with requirements lay down by Package Manager.
  • Deliver robust contract management with hands on implementation and support to the Package Management.
  • Monitor contract and Contractor performance and assess the effectiveness and application of the Contracts.
  • Prepare and administer Contract correspondence with Contractors, in line with Package Manager.
  • Prepare the amendment to Contracts for Project Services Manager’s approval and Project Director’s approval.
  • Deliver and manage contracts and cost management / value improvements targets.
  • Study all justifications given by Contractors for any extra work orders or claim requests.
  • Prepare any notice of Default for approval by Project Services/Package Manager.
  • Prepare any Liquidated damages applications.
  • Initiate the Contractors performance evaluation document.
  • Inform Project control about any action, facts or decision which could by the base for Contractor’s potential claim.
  • Follow up on Contractor’s Change Order or claims, preparing claim defense strategy and documents and preparing systematic answers to Contractors’ correspondence claim wise orientated.
  • Verify the final financial statement with support of the Package Manager for the final completion certificates validation before presenting the project service manager and Project Director for their review and approval.
  • Maintain and develop the contracting knowledge, REX and market knowledge on contracting execution.
  • Prepare the hand over to operations.

Attitude/Accountabilities:
 
  • Timely manage the correspondence with Contractors.
  • Timely manage, with the support of Package Manager, of the Change orders and claims with Contractors
  • Implement the Contract management and change orders project procedures

Qualifications & Experience required
  • Qualification:
    • Degree qualified with a professional contracts and procurement background and prior commercial experience.
    • Refining and petrochemicals technologies.
    • Knowledge ofTotalEnergies–Saudi Aramcotechnicalreferentialisaplus.
    • Languages:
      • Good oral and written communication abilities and writing skills in English Professional Experience:
      • At least 10 to 15 years’ experience in Oil & Gas industries
      • Experience within project:
        • Experience in projects in the Kingdom of Saudi Arabia / Middle East.
        • Experience in EPCC phase of large project.
        • Experience in negotiating contracts on behalf of operators, contractors, suppliers and consultants
        • An ability to liaise at all organizational level and represent the Project on contract related matters
        • Experience with multinational and multicultural task force team environment.
        • Knowledge of safety and environmental aspects of major construction projects.
        • Ability to adapt to changes and to work in an international multi-cultural project environment, to cope in a positive and productive manner within intensive environment. Interpersonal skills, rigor and analytical mind.
        • Ability to work as a member of a project Team, to liaise, coordinate and positively communicate with the involved different Parties (Contractors, project Entities, auditors, other disciplines representatives, experts, project people, PMT EPCC packages, etc.).
