The Site HSES engineer assists and advises the Site HSES Manager concerning all HSES issues on sites.During construction and commissioning, Site HSES engineer supervises and coordinates all site HSES efforts and activities with contractor/subcontractor to ensure E&C China site HSES requirements and local regulation requirements are all well implemented at site.


Main Duties and Responsibilities
  • Implement the E&C China HSES Management System at site, including HSES Plan, Emergency Response Plan, Security Plan etc. and continuously for improvement.
  • Follow with all specific construction safety plans (excavation, scaffolding, lifting etc)  that are prepared and validated before activities start.
  • Conduct HSES training and ensure the site training plan is well executed.
  • Implement JHA and EAI during site activities and regularly update. 
  • Spend at least 80% of working time for the site safety supervision at field.
  • Focus on high-risk activities, ensure the specific mitigation plans are implemented and follow up till closure.
  • Stop work authority for any safety violation and follow up with an approach of sustainable corrective action to resume the work.
  • Contribute and attend site HSES systematic activities, such as HSES meetings, inspections, PTW check, internal audit etc.
  • Follow permit to work procedure that is well understood by all personnel at task force, and implemented in compliance with the procedure. 
  • Follow regulatory requirements of occupational health and safety that are fully deployed in all parties on site.
  • Report safety events, such as ACT, BSV, DADC, NM, PSSE, etc.
  • Participated in the investigation of site accidents and incidents.

Qualifications
  • Education: High-school or college Level in Technical Field
  • Training & Certificate: HSES-related certificate & training courses in HSES field as per Taiwan regulation is mandatory, at least 乙種 職業安全衛生管理員.
  • Working Experience: 8 years of professional HSES experience in the construction and commissioning of Oil& Gas or Chemical Industry. Experience at ASU site will be preferred.
  • Language: Mandarin skills in speaking, reading and writing is a must.
  • Good interpersonal communication skills.
  • Specific safety training certificates for dedicated site activities (e.g. work at height, confined space entry, etc) already available for Taiwan is a “plus”.
  • 8*6 days per week is a must.
  • Others: local residents are preferred.
