HSES Manager

Job Title: HSES Manager – Construction Site Location: Rotterdam Maasvlakte, Netherlands
Contract Duration: 12 months
Start Date: 22 September 2025
Work Modality: On-site only (no remote work)

Role Overview: We are seeking an experienced HSES Manager to oversee all Health, Safety, Environment, and Security (HSES) activities at a major construction site in Rotterdam. The role covers both construction and commissioning phases and involves leading the site’s HSES strategy, managing a team of HSES officers, and coordinating with contractors to ensure compliance with safety standards and regulations.

Key Responsibilities:

• Promote Life Saving Rules and Stop Work Authority
• Support the Site/Construction Manager in safety management
• Lead and manage the HSES officer team
• Validate subcontractor HSES plans, risk assessments, and compliance with local and contractual safety requirements
• Oversee safety procedures for high-risk activities (e.g., confined space, work at height, lifting operations)
• Monitor chemical handling and housekeeping standards
• Conduct safety audits and implement corrective actions
• Manage work permits and special notifications (e.g., X-ray, pneumatic, hydraulic)
• Deliver toolbox talks and specific safety training
• Implement and maintain site-specific HSES and Emergency Response Plans
• Maintain inspection records and report unsafe conditions
• Audit contractor documentation (JHAs, permits, certifications, incident reports)

Qualifications & Skills Required:

• Certifications: N1/N2 or VCA1/VCA2, H0B0 Electrical Authorization, First Aid, Scaffolding Verification
• Training: Work at height and confined space
• Languages: English (B2 minimum), Dutch (basic proficiency)
• Experience: Minimum 10 years in Oil & Gas or Chemical construction sites
• Software Proficiency: Word, Excel, PowerPoint, Google Tools
• Other Skills:
• Safety Engineer Level 2 / MVK / Master Level or equivalent
• Contractor management expertise
• Strong command of SCC/VCA standards
• Medical fitness and site commissioning experience
