Our client is actively seeking an experienced Project Engineer/Manager to join their team out of their facility in Aston, PA! This individual will be responsible in leading and overseeing the design, estimation, implementation, and succesful completion of capital and expense projects. This role will manage projects from right-of-way construction to within-the-fence-line infrastructure, ensuring compliance with regulatory requirements, internal standards, and financial targets. Position Summary:

We are seeking a results-driven and detail-oriented Project Engineer/Manager to lead and oversee the design, estimation, implementation, and successful completion of capital and expense projects. This role will manage projects from right-of-way construction to within-the-fence-line infrastructure, ensuring compliance with regulatory requirements, internal standards, and financial targets. Key Responsibilities:
  • Project Planning & Execution
    • Design, estimate, and implement both capital and expense projects.
    • Define scope of work (SOW) and manage bidding processes for project execution.
    • Ensure alignment with schedule milestones and deliverables throughout the project lifecycle.
  • Cost & Financial Oversight
    • Develop and manage project estimates, track invoices, and maintain cost control.
    • Ensure forecasted budgets and schedules are accurate and updated monthly in the project database.
  • Documentation & Compliance
    • Prepare and maintain comprehensive project documentation including QA/QC reviews and final project books for closeout.
    • Submit and manage Management of Change (MOC) documentation, ensuring all associated tasks are completed per policy.
    • Guarantee adherence to PHMSA regulations and regulatory deadlines, particularly in alignment with DOT 195 and MIPC Integrity Management Programs.
  • Cross-Functional Collaboration
    • Coordinate with operations, maintenance, regulatory compliance, and refinery teams to meet work priorities safely and efficiently.
    • Act as liaison between contractors, field teams, and MIPC leadership to ensure successful project execution and change management.
    • Collaborate with refinery personnel to provide support for equipment repairs and resource allocation.
  • Communication & Reporting
    • Communicate effectively with internal stakeholders, external vendors, and community members to foster positive working relationships.
    • Provide regular progress updates, ensuring transparency and accountability in project performance.
    • Lead and facilitate coordination meetings between operations and maintenance teams to prioritize and align ongoing work schedules.
Qualifications:
  • Bachelor's degree in Engineering, Preferably Mechanical
  • 5+ years of professional project engineering experience preferably in an industrial, pipeline, or refinery environment. 
  • Understanding of DOT 195 and PHMSA regulations a plus
  • Proven ability to manage multiple projects, budgets, and schedules simultaneously.
  • Excellent organizational, analytical, and communication skills.
  • Proficiency in project management software and tools.
  • Demonstrated ability to work cross-functionally in high-paced environments.
