NES Fircroft are delighted to be recruiting a ‘Safety Operations personnel’ on behalf of a market leading operator for their major LNG project in Mozambique.

Location: Maputo resident
Duration: 12 months renewable

Activities
The Job Holder is responsible to support the HSE operations team within the Project on all activities related to Health, Safety, Security, Sustainable and Environment (HSSE) in compliance with the Company and Affiliate HSSE policies, procedures, objectives and international standards.

Associated with his primary responsibilities, the Job Holder will also:
•            Support the implementation of the HSE policy and promote HSE culture and HSE initiatives within the different sites, Project teams and peripheral activities.
•            Propose HSE objectives, relevant KPI’s and dashboards for efficient and visible monitoring. 
•            Ensure HSE actions are prioritized according to the risk level and regularly reviewed.
•            Identify early arising issues related to HSE, anticipate related risks and proactively prepare and implement mitigation plans in coordination with the HSE Project and Operations Manager and Package Managers.
•            Ensure with Site HSE managers that safety tools and initiatives (Golden rules, Stop card, Our lives first program, safety contract owner program, perfect driver etc. …) are adequately implemented on Sites.
•            Support and participate to the update of Project Management documents (e.g. SOR, PEP, Risks registers) for HSE related matters
•            Support and check progress of Safety Studies carried out during the different Project’s phases; ensure the close-out of resulting actions.
•            Participate in/execute or direct HSE studies and risk assessments undertaken for the design of installations and the execution of operations.
•            Support proactively the packages’ team in their activities for all HSE related aspects.
•            Provide support for One Maestro implementation and continuous improvement.
•            Lead incident investigation for HiPO events and any other significant incident.
•            Review investigation and analysis of recordable incidents, proposed actions and follow up their implementation. Ensure that all cases are properly investigated.
•            Review and publish Rex as relevant.
•            Participate to the dissemination of safety information and REX across the affiliate and project team.
•            Support, as necessary, monthly HIPO/REX committee in coordination with Onshore and Upstream packages.
•            Support Logistic Department to prevent risk related to road, marine and air transportation.

Industrial Hygiene:
•            With the support of the medical department, ensure adequate implementation of Health and Industrial Hygiene program and promotion

Contactors Management:
•            Assist to ensure Contractors and Subcontractors HSE assessments are carried out before Contracts’ awards and commitments from them are obtained to fill identified gaps with HSE requirements and standards.
•            Define HSE requirements to Contractors, review Contractors’ HSE management system and control their implementation by conducting regular HSE audits of Contractors’ worksites and workshops.
•            Participate to all relevant HSE activities e.g. HSE workshops, meetings, risks assessments, audits, investigations.
•            Support to promote the conducting of HSE stand downs at worksites when required.
•            Participate to the HSE part of building Bridging documents and monitoring the implementation.
•            Support to organize regular contractors HSE Forum.

Accountabilities
•            Ensure HSE monitoring and assessment of contractors (including HSE bridging documents).
•            Ensure continuous implementation of HSE policys, rules and regulation as well as the clients standards.

Qualifications/Experience required
•            Confirmed Engineer, or equivalent, with at least 10 years of experience in Oil & Gas Projects in HSE related matters.
•            Technical knowledge of safety, health and environment management, applicable regulations.
•            Good knowledge of oil and gas industry codes and international HSE standard and legislation.
•            Experience in the incident and crisis management, oil spill response organization, and IMS 300 organization.
•            Familiar with the clients HSE management System / Company Rules is a plus.
•            Strong team spirit, field proven coordination and communication skills and recognized capability to work in a transverse mode.
•            English speaking and writing. Portugues and French are a plus.
