- Site Personnel on Board is expected to peak at 15,000.
- The Site Services Manager manages the Site Services team, leads the monitoring and oversight of the EPC Contractor and other Services Contractors performances in term site reporting, site control and planning, site cost control, site contract and procurement, site corporate affair, site accommodation and logistic / transportation, and other activities assigned to his team.
- Site Services works mainly includes, but not limited to, all site services activities executed at site mainly by EPC contractor and within DUAT area.
- The Site Services Manager manages a team of up to 60 personnel (15 to 20 direct).
Activities
- Inspire safety commitment in Client and EPC Contractor teams via deep knowledge of HSE and leadership by example.
- Ensure compliance with all relevant HSE requirements across works to promote a healthy and safe work environment.
- Support the site Director in the overall site management and be a member of the site Emergency Management Team.
- Develop a team spirit, foster teamwork, and build trust within the team. Encourage suitable personal and professional development.
- Ensure site services is executed by EPC contractor as per Project’s requirements and standards
- Implement zero change policy on the project unless it is demonstrated that unsafe and inoperable.
- Manage project site reporting, site control and planning, site cost control, site contract and procurement, site corporate affair, site accommodation and logistic / transportation, and other activities assigned to his team. in consultation with the concerned Project Teams.
- Investigate any identified or reported any issues (welfare, accommodations, logistics,) and propose fit for purpose solutions/improvements
- Review as necessary Contractor's key documents (e.g.: project execution plans, procedures, method statement, or any other key project documents), ensuring that they are in line with Project expectations and that they fulfil contract requirements.
- Identify, manage and follow-up any Project reporting, schedule, cost corporate affair, contract and procurement issues and propose timely resolution
- Controlling and reporting the construction progress for all construction area and support project area team and area managers by consolidating overall construction progress and propose appropriate KPI to identify any deviations
- Ensure adequate and timely reporting to the Project Management Team (reports / meetings) highlighting progress and areas of concern in coordination with area manager.
- Analyze and report performance of EPC contractor activities, identify any schedule and progress deviations/risks and contribute to timely propose mitigations to Project Management Team
- Assist to gather and validates ‘lessons learnt’ from all project team and provides feedback
Context and environment
- Project entity is a multinational joint venture, has a large social performance element and is project financed by high profile lenders
- Site is extremely remote in Mozambique with unreliable infrastructure and communications.
- The site is subject to mitigation measures based on Malaria, COVID pandemic and general security risks.

Accountabilities
- Responsible for the execution of the work as per project design including project objectives for HSE, Operability, Schedule and Cost aspect
- Coordination with other departments for the safe and on‐time execution of the work, to deliver a fit‐for‐purpose facility.
Qualifications/Experience required
- Degree in Engineering or another relevant subject required with either an advanced degree or professional qualifications preferred.
- 15 years’ experience, at least 5 years at a management level
- Full understanding of areas critical to the success of large complex projects: safety, environmental, work organization, cost, schedule,
- quality, organizational competency, and reputational risk.
- Strong HSE culture and safety leadership, effective communication and leadership skills with the ability to influence critical decisions.
- Strong English written and verbal communication skills required. Portuguese or French is advantageous
