Job Responsibilities:
- Expedite and provide the Asset registration and coordinate /review with EPCrn /Owner Project Engineer and TOP Budget Coordinator to ensure that the project asset expenditures are correctly dosed and capitalized in accordance with the company requirements.
- Ensure accurate tracking of capital expenditures and fixed asset principles. Also Review and maintain fixed asset registers to ensure all revant details and recorded (e.g.,Tag No, Cost. Location, responsible person, type of Asset, useful life ,etc.).
- Prepare CCE (company counter estimate) to support awarding of subcontractors and any packages required.
- Track and report on Capital Expenditure (CAPEX) budget for preparing the acquisition Asset registration and foreseen to incoming asset.
- Verify Change Requests, Variation Order, and Field Instruction (F) of EPCM and approval of authorized person.
- Facilitate the Change Review and Approval Process with Owner and EPCM.
- Prepare detalled estimates to evaluate the impact of Concurrent Project changes to Lead cost and report to project Control manager. Evaluate options. Obtains input from others as needed.
- Analysis of cost data, changes and forecast for early identification of issues and identification of solutions.
- Liaise with project team to understand project status and scope and maintain awareness of project issues.
- Detailed understanding of the scope of potential changes and forecast to support estimate preparation.
- Report TOP Lead Cost of Project control as functional and responsible for cost management to control budget, Procedure compliance. This covers a review and feedback and takes necessary actions on a weekly, monthly progress meeting/report.
- Closely interface with EPCM cost management team for effective data sharing and cost alignment.
- Analysis of cost data, changes and forecast for early identification of issues and identifion of solutions.
- To action immediately and efficiency on Adhoc or admin works to support operational work.
- Assist in the preparation of audit schedules related fixed assets and respond to audit queries regarding fixed accot ronorting
- To Effective negotiation skills for managing contracts, change orders, and cost-related issues with suppliers and contractors.
- Gather and analyze the data to prepare Project Closeout Statistics and Benchmarking in term of Budget, Cost, and Change aspect.
 
Qualification:
1. Bachelor's degree in Engineer.
2. Direct Experience over 2 years in Cost Control, Change Control and Asset Capitalization function in Oil & Gas business is required.
3. Experience in Cost Estimation is advantage
4. Experience in EPC/EPCM project is advantage
5. Strong attention to detail and ability to work with large datasets.
6. Effective negotiation skills for managing contracts, change orders, and cost-related issues with suppliers and contractors 
7. Ability to work independently and manage multiple projects.
8. Capable to use cost control software e.g. SAP, InControl, Excel, etc is advantage
9. Ability to effectively communicate with all levels users and leadership with service mind.
10. Proven leadership skills, including the ability lead and mentor a team of cost control professionals.
11. Good in writing, reading and speaking English and Thai.
