NES Fircroft are looking for a Cost Control Lead to join a major operator in Oman, supporting a major LNG project. As Cost Control Lead you shall work within Project Control team supporting the Cost Control management during Execution phase.
The service holder ensures efficient and accurate receipt, registration, analysis, processing and filing of all project cost documentation as well as supports the Project Control and Project Team in all matters relating to Cost Control area. They shall also contribute to delivery of the project in time, in budget and shall observe & impose strict confidentiality all along the course of the Project.

RESPONSIBILITIES
Budget
- Participate to the Project Budget preparation
- Coordinate the detailed preparation and issues of the various budgets (internal & external) with input from the members of the project team
- To provide "ad-hoc" support as required
- Prepare the Cost Control reports
- Assistance to cost trends analysis.
- Monitoring and Assessment of Commitments, Variations and Value of Work done
- Participate to Monitoring and Control of the Project expenditures
- Control and input the commitments data. Allocation of commitments to budgets
- Verification of invoice and cash call from Contractors and Vendors
- Preparation of cash flow estimate and final forecast costs
- File the cost control documents according the document filing system.
- Ensure RFS full process administration (open, register, analysis, control, report, closure)
- Preparation and monitoring of AFE’s
- Estimation of changes
- Development of a Work Breakdown Structure and Cost Breakdown Structure
- Establishment of comprehensive cost control procedures
- Monitoring Contingency usage
- Provision of cost support and guidance to the Project Team
- Establishment of comprehensive cost control procedures
- Performing as a focal point of costing work.
- Establishing and maintaining appropriate costing philosophy and methodology for Marsa Project.
- To implement an efficient invoicing process between the different locations of each project
- To monitor invoices, in liaison with TEPOD accounting department to enable timely payment of invoices.
- To adopt and demonstrate an exemplary behaviour with regard to HSE and to implement and control HSSE rules and requirements within his area of responsibility.
- To organize, co-ordinate and control all the activities of the Cost Control team by informing, supporting and directing personnel in their roles, responsibilities and objectives.
- To give advice and propose improvements with regards to the Cost coding structure which is on process.
- To participate (from Cost Control point of view) in the preparation / consolidation and review of the various Project budgets and updates (internal and external / Annual and Multiyear) with inputs from the members of the Project Team and provide “ad hoc” economics support as required.
- To provide the necessary checks, approval functions for invoices submitted, in accordance with Contracts, Project & Company procedures, Sarbanes & Oxley requirements and DoA.
- To provide input into the UNISUP System, regarding payment schedules (cash calls), invoicing and cost control issues as required.
- To prepare for issuance the necessary Project, Subsidiary and Partners / Shareholders / Concessionaire / Group cost information and data.
- To identify any Project cost trends, drifts, variances data update and maintain the Project Final Cost Estimate, prepare the Monthly Cost Report with comments/ succinct analysis.
- To liaise actively with Oman Finance Department for all matters related to cost and accounting as required (Commitments, invoice processing and payment, accruals, payment claims and disputes...)
- To ensure strict confidentiality of all the Budget and Cost documentation (whatever its support)
- To prepare and present reports both internally and externally (Partners and Omani Authorities Representatives)
- Ability to create/update cost control methods, procedures and work instructions to reflect the latest project execution philosophies.
- To timely report to the Budget & Cost Control Lead Engineer, highlighting achieved progress and timely reporting any area of concern or problem encountered; to assist and support him with all matters related to Cost Control.
- To demonstrate abilities to analyse in detail, identify options and recommend logical solutions to deviations/problems.
- To gather ‘lessons learnt’ and provide feedback to other ntities as required. To participate in the enhancement of Cost Engineering profession and Project Cost Control expertise vis-à-vis the Group and the Subsidiary.
- Professional Experience (years): 15+
- Experience in similar position (years): +10 years’ experience with Projects Cost Control Systems (preferably in Oil/Gas Industry), Experience in a supervisory position, Experience operating in Fabrication/Construction yards
- Level / Diploma: Degree qualified in Accounting, Engineering or similar
- Technical competencies: High level of understanding of SAP systems and Project requirements in alignment with Project Execution and Handover requirements + Sound IT (EXCEL, PowerPoint, PDF) and systems management knowledge
- Languages: English and French mandatory
