Turnaround Cost Engineer

Roles & Responsibilities

• Preparation, maintenance, and ownership of TAR cost control. Including and not
limited to tracking of budgets, commitments, Value of Work Done (VOWD), spend
phasing and future forecasting.
• During the event, works closely with Event leads, and Project Controls team to ensure
cost updates and variances are understood and clearly communicated.
• Analyze cost data to understand variances from plan and provide insights to event
lead and turnaround manager on the impact of TAR delivery performance on
forecasted total costs.
• Work closely with Turnaround Engineers and planners to ensure in-year, multi-year,
and full cycle cost phasing and forecasting aligns with the current control schedule.
• Support governance cycle including assisting with preparing Authorization for
Expenditures (AFEs) for work scopes Establish Work Breakdown Structure (WBS) /
Cost Breakdown Structure (CBS).
• Support the development of TAR estimates.
• Responsible for multiple TARs in varying phases and balancing the work activities
within the portfolio of work.
• Oversee contractor cost management and reporting processes, ensuring
implementation of contractor's contractual requirements.
• Facilitate reporting thought quarterly project financial and performance reviews,
maintaining transparency against annual spend targets.
• Receive project specific invoices and allocate to appropriate cost center or WBS.
• Comply with all HSSE requirements
• Fully maintain Change Control visibility, ensuring both approved and pending
changes, as well as Threats / Opportunities are included and detailed in the cost tool.
• Confirm all budget changes and trends are documented and approved for an
ongoing accurate cost estimate and history of the project cost performance.
• Ensure cost forecasts align with actual delivery progress as reflected in the TAR
schedule.
 
Technical Skills required.
  • SAP experience
  • Excel expertise
  • Cost control tool experience (Ecosys preferred)
