CPY SPS Onshore Base Representative

MISSIONS / SERVICE DIMENSIONS
The Service Provider will be representing Company (CPY) at SPS Contractor’s Onshore Base, Paramaribo, Suriname and be responsible to ensure that Contractor (CTR) run his own onshore as per the client’s HSE policies and with satisfactory & required level of quality.

The position requirements shall include all HSE, quality, planning, contractual, logistics and technical elements of the contracted work.

The service holder will be responsible for supervising CTR & Sub-CTR HSE activities on worksites to ensure, that the Project’s HSE objectives, site personnel safety, construction integrity, respect for the environment and upkeep the exemplary reputation of the Company.

The main objectives of the Company site Representative are:
▪ To apply client HSE Standards and safety culture at SPS service base
▪ To supervise all onshore services activities to be performed under the SPS EPFS Contract (receival of the equipment from international manufacturing and first site receival test) and the SPS Service Contracts.
▪ Follow up service scope defined for the wellhead system (SDS), Completion System (WCS) and all Offshore Construction Activity preparation (i.e. Flying Leads Deployment basket loading, Tier In Tool Basket Preparation etc)
▪ Coordination between SPS Contractor and the offshore activities (Drilling, completion, installation, FPSO)
▪ To provide weekly reporting to the SPS Package Manager, Xmas Tree Lead

To be available for offshore mobilisation as and when required.

ACTIVITIES
The Service Provider will liaise with CPY Subsea HSE Lead, CPY Package Manager, CPY Technical Lead and CPY Xmas Tree Lead

HSE and Compliance:
The Service holder shall:
- Fully comply with site security, health and safety instructions, stay vigilant and maintain continuous awareness of hazards and surroundings.
- Ensure that HSE contractual requirements and the implementation/compliance to HSE documentation are duly applied by CTR and Sub-CTRs, through the day-to-day supervision and by making Company REP presence visible on site.
- Will be accountable for demonstrating, individually, an exemplary behaviour regarding H3SE rules & requirements, including trainings, and enforcing HSE execution decisions/directions taken by CPY Subsea HSE Lead.
- Report any issue/anomalies (using system in place in the facility) and to make use of client STOP WORK policy as necessary.
- Ensure that risk assessments are performed as and when necessary, that management of change is adhered to and that tool-box talks are conducted efficiently.
- Adopt and demonstrate exemplary behaviour regarding Company Ethics and “Code of Conduct” policy and promote the re-enforcement of the Anti-Corruption Program
- Follow up and validate activities relevant to Local Content of the Subsea Contractor

WORK TASKS:
• To coordinate with CPY Project Team (i.e. CPY Contract Engineer) the issue of the Service Orders under the SPS Service Contract
• To follow up the service orders issued under the SPS service Contracts (verify and validate timesheet for Contractor personnel working onshore and offshore).
• To provide technical verification of the service order invoicing
• To follow up onshore testing (i.e. First SRT under the EPFS Contract)/maintenance/preservation/storage, preparation for offshore, load out,
engineering support that will be required on SPS equipment/tooling to be used/installed on B58 field.
• To follow up Purchase Tooling and Rental Tooling spread readiness, preparation and maintenance to support offshore operation
• To ensure that relevant traceability tables and inventory of subsea equipment located at the different SPS base are well maintained
• To coordinate engineering support and assistance for the offshore activities.
• To keep XT leader, Subsea technical Manager and Project Manager informed about any technical deviation, risk or concern about HSE, quality, delivery, testing, preservation, certification, operation activities on the different sites
• To follow up procurement activities approved under the SPS service Contracts (spare parts, repair and modification work)
• To ensure quality work during the execution of the onshore activities.
• To ensure continuous reporting to XT leader, Subsea technical Manager, Package Manager, Interface Manager and other operational team within project in accordance with Company/project requirements. 

QUALIFICATIONS & EXPERIENCE REQUIRED
- Minimum 15 years’ experience associated with HSE, onshore base management, testing activities, maintenance, offshore activities follow up, knowledge of subsea system and in particular completion equipment such as wellhead, Xmas tree, tooling, SCM, Controls equipment.Organization skills and HSE skills are required.
- Previous experience within SPS Contractors and/or offshore is a must
- Languages: Fluent in English (Dutch / French is a plus)
- Professional Experience: 20 years minimum
- Experience within project/s: 15 years minimum
