NES Fircroft is excited to share that our office has partnered with a fast-growing chemical & manufacturing organization as they have an immediate need for a Environmental Specialist at their aluminum smelting plant in Goose Creek, SC. This is a permanent job opportunity that would entail ensuring compliance with regulatory requirements in the areas of solid and hazardous waste, process water, wastewater, cooling water and storm water. This includes DOT HAZMAT requirements related to solid and hazardous waste management and the maintenance of management systems to ensure the plant is meeting all requirements as specified by regulations including the associated data & records management to support compliance.

Job Details
Location: Goose Creek, SC –Relocation assistance offered to candidates relocating from outside the region.
Hours: M-F 40 hours per week—some OT may be required.
Pay Range: $115,000-$130,000 per year depending on experience + up to 15% yearly bonus, and full benefits package.
Duration: Direct Hire

Responsibilities

1. Provide active leadership for department safety activities driving towards an incident free workplace.

2. Provide training and access to procedures and PPE for direct reports and contractors, working within incumbent’s area of responsibility, for the safe completion of work assignments.

3. Conducting EHS/Housekeeping Inspections of all areas of responsibility routinely.

4. Supervise, provide training, work experience opportunities and foster atmosphere to promote growth of the Environmental Technician/Analyst's skills, abilities, and job effectiveness. Responsibly delegate increased empowerment of responsibility as skills are developed.

5. Develop and maintain budget for accounts used for Solid/Hazardous Waste Management, Water Quality Management, Compliance & Consultant Activities.

6. Support plant waste minimization plan through active participation and take initiative in waste stream assessment, reduction and reporting.

7. Work effectively with other Environmental Staff Members and build teamwork by assisting others, giving credit and maintaining a positive work environment. Exhibit all facets of Human Relations Skills Training to include giving praise, constructive criticism, listening and working effectively with others.

Compliance and Management Systems
1. Maintain Water compliance and permits (where applicable) for the plant in good standing by satisfying requirements for renewal, making minor modifications needed on a timely basis and directing environmental consultants in work needed for major modifications (including review/ approval of all consultants' work). Current Permits include:
 Pre-treatment
 Stormwater General and Construction
 Sanitary Sewer System

2. Maintain Waste and DOT compliance and permits (where applicable) for the plant in good standing by satisfying requirements for renewal, making minor modifications needed on a timely basis and directing environmental consultants in work needed for major modifications (including review/ approval of all consultants' work).

3. Conduct Environmental Assessments on projects and work with consultants as needed for Permit Applications. Negotiate as needed with SC DES to minimize burden to the plant from permit conditions or regulatory interpretations.

4. Maintain and further develop the Waste Management System, documented in the Waste Management Manual and associated SOP’s, through annual review and updates as required. This includes Waste Minimization Plan.

5. Maintain and further develop the Water Quality System, documented in the Water Compliance & BMP Manual and associated SOP’s, through annual review and updates as required. This includes the Stormwater Pollution Prevention Plan in accordance with SC DES requirements.

6. Maintain and improve documented management system for plant raw materials, chemical supplies and products to provide guidelines for selection, handling and storage to prevent and/or minimize the quantity of pollutants released to the environment and their toxicity. This includes:
 Chemical Management Manual
 Toxic Use Reduction Plan
 Procedures which include Chemical Approval, filling bulk tanks,
outside storage requirements
 Chemical Accounting System (Amts purchased, consumed, in
inventory, and where it ends up)

7. Monitor development of new regulations and their applicability to Mt. Holly and initiate plans for compliance including management system revisions where applicable. Include documentation of those that do not apply to Mt Holly as well.

8. Develop/maintain plant training courses for waste management, DOT compliance and water quality compliance, specifically relating to stormwater pollution prevention.

9. Provide technical input necessary to sustain documented management system for plant Emergency Preparedness & Response Plans to cover all types of potential emergencies and maintain plant in compliance with all associated regulations. This includes contingency plans for evacuation, fire, HazMat, tornado, hurricane and regulatory compliance with RCRA Contingency, OSHA Emergency Action and DOT Hazardous Material Awareness, and Training to include Emergency Response Team and plant.

10. Plan, coordinate and schedule stormwater sampling utilizing environmental technicians and/ or contracted service in accordance to permit requirements. Lead site assessments for stormwater pollution prevention. Maintain compliance with SWPP Plan and revise to keep current. Conduct all training necessary for SWP2 Team members prior to site assessment.

11. Assist in development and management of strategic plans for the department including EHS plans, annual plans and goals, operating budget, maintenance budget, Capital Projects, manpower, special projects, R & D and consultants services. Manage projects and budgets within specified goals.

Data Management & Reporting

1. Prepare and submit accurate and timely compliance reports for solid and hazardous waste management reporting, process water, wastewater and stormwater management. Compliance reports include but are not limited Quarterly Hazardous Waste Reports, Annual Hazardous Waste Minimization Reports, Annual Solid Waste Report, Quarterly Pre-treatment Permit DMRs, Semi-annual
2. Maintain Plant Spill history and corrective actions spreadsheet.

3. Prepare timely and concise written reports for all areas of solid and hazardous waste management, water quality management RPCC including weekly, monthly, and other periodic reports.

4. Maintain data management systems to include the following: Plant Wastestream Inventory,Waste Material Profile, Waste Generation, Waste Shipped Off-site, Hazardous & Special Waste in storage and other data as required to upport Waste Management Period Data, plan waste costs, and departmental waste costs and quantity, Plant water consumption (potable &treated/ reused, consumption per system), Treatment chemical usage & costs, Water quality parameters (wastewater, cooling water& stormwater), Cooling water corrosion rates and data to support Water Period Data.
5. Maintain wastestream disposal authorization and approved waste facilities by taking actions needed including preparation and submittal of renewal application, new sample analyses and blanket purchase requests within needed time frames.
6. Maintain Solid/ Recyclable Waste Contracted Service Specs, initiate bids and place annual Purchase orders. Assure proper accounting of contracted service costs, lease charges and returns.
7. Prepare and submit accurate and timely compliance reports as required under SARA which include FORM R reports (July) and Tier II reporting.

Job Qualifications

• Must have at least 5+ years of Environmental Compliance related experience.
• Must have strong knowledge around Air, Water, and EPA regulations.
• Must have previous experience managing Clean Water Act compliance regulations.
• Previous environmental experience within the aluminum industry or other relevant industrial plant experience is highly preferred.
• A degree in EHS or equivalent would be a big plus.
• Candidates local to the Mount Holly, SC region are a big plus.
