ROLE PURPOSE
As Global Operations Technical Authority you enable Operations to meet its strategic objectives through the development and application of the Operations Disciplines technical framework and assurance. You provide Global Ownership and accountability of fleet Safety and Environmentally Critical Element (SECE) Performance Standards within your discipline.  

RESPONSIBILITIES
  • You play a key role to resolve escalated operational issues, participate to operation assurance activities and support strategic initiatives.
  • You closely collaborate with the Region OTA (1) to ensure the ownership of PS.
  • You ensure corrosion management processes and instructions are up to date and align with Risks Based Inspection (RBI) and inspection strategies.
  • You maintain a strong connection with front-line operations, traveling to operating regions and units at least twice a year.
  • You own the governance model for your discipline, ensuring SECE are fit for purpose in managing Major Accident Hazards and Events.
  • You provide leadership and communication lines to Regional OTA1 personnel.
  • You offer technical support for SECE-related queries, escalating complex issues as needed.
  • You act as the technical bridge between your discipline, the Operations Risk Team, and Group Technical Authority (TA).
  • You contribute subject-matter expertise to internal initiatives, and provide MAH risk management input to bids, and proposals.
  • You accept the Execute Performance Standards for new facilities developed based on the corporate set in Win phase.
  • You endorse the Execute Phase Assurance Report developed by the R3 Process Safety Engineer for new units for their SECE.
  • You review and accept Execute Performance Standards and Operations Performance Standards for new units during project phases.
  • You validate Equipment Tag lists, Assurance Tasks, and Equipment Maintenance Strategies for both new facilities and operational updates.
  • You audit Planned Maintenance Change Requests impacting your discipline.
  • You develop assurance tasks and guidelines for identifying critical SECE tags and ensuring proper Operational Test Procedures (OTP).
  • You monitor and define KPI health barriers for SECE, escalating concerns to Operations Management
  • You establish and maintain governance processes, assurance protocols, and tools required to meet OTA2 objectives.
  • You conduct periodic reviews of Barrier Strategies and SECE performance to verify safety compliance.
  • You prepare annual reports on Barrier/SECE management status and the effectiveness of assurance schemes.
  • You provide discipline-specific technical support to resolve operational issues and during emergency situations.
  • You issue operational alerts and ensure follow-up actions are implemented effectively.
  • You play a key role in Operation Asssurance activities deployed on our assets.
  • You own the L1 Plant Operation Assurance protocols relevant to your discipline
  • You maintain and train the pools of L1 Plant Operation Assurance assessors with support of Region OTA (1).
  • You collaborate with Region OTA (1) to decide whether L2 assessments are required.
  • You consolidate fleet wide view of Plant Assurance results and drive organizational improvements.
JOB REQUIREMENTS
  • Minimum Bachelors degree within the discipline for which you are an authority. 
  • Minimum 15 years experience in technical or engineering roles.  At least 5 of those years within an operations setting.
