NES Fircroft are delighted to be working with a major Oil & Gas operator who are looking to add a HSE Design Lead (Technical Safety) to their Gas project working from offices in UAE, Abu Dhabi or Dubai.

The role will be a contract based opportunity working for the end client but based from sub contractor offices. Role is for an initial 12 months duration with excellent potential to extend well beyond.

Role mission
Responsible for the implementation of the Technical Safety & Environmental requirements within the EPSCC design

Activities
  • To guide all personnel involved in technical safety issues
  • To timely review and where applicable approve all safety engineering and environment related Contractors’ documents such as calculation notes, plot plans/layouts, safety logic control and specifications and ESHIA commitment register;
  • To supervise and contribute to all safety studies while ensuring that they are planned and executed at the appropriate time, and that the methodology and procedures for these studies are produced and approved prior to their commencement.
  • To supervise and contribute to Risk Assessments, in particular the TRA.
  • To participate in safety reviews such as HAZID, HAZOP, TRA workshops, etc...
  • To monitor and verify the close-out of all safety and environment-related action items from the various safety reviews;
  • To liaise and regularly communicate with COMPANY HQ One-HSE
  • To follow up and prepare answers in due time to the deviations requests issued by Contractors and to prepare and obtain approval of derogations requests from COMPANY Headquarters
  • To provide support in his field of expertise to other engineering disciplines; to procurement Team for the supervision of the procurement, inspection and tests during the fabrication activities and to Operations Team for the preparation of the operating procedures;
  • To conduct studies leading to technical decision making and recommendation to project management;
  • To coordinate with the Affiliate HSE Team on safety and environment-related subjects;
  • To provide reporting in his discipline, highlighting critical issues to the Engineering Manager and proposing remedial actions.
Accountabilities
  • Support the Engineering team during the detailed engineering phase. Ensure that all necessary safety &environmental studies have been done and implemented into EPSCC design,
  • Ensure that all COMPANY requirements and relevant international standards are adhered to.
  • Ensure that all ESHIA commitments related to Operations phase are properly implemented in the detailed design and liaise with the Affiliate for further actions in case of non-compliance by the Contractors
Qualifications and Experience required
  • Engineering degree in relevant discipline
  • Significant experience of more than 15 years in Safety engineering in Oil & Gas Industry.
  • Previous experience on multinational project in detail engineering phase (on onshore project is a plus). Proven experience in Technological Risk Assessment according to the methodology of client General specification
  • Good knowledge of international codes and standards, Knowledge of client general specifications is a plus.
  • Fluent in English.
