Job Title: Health, Safety, and Environmental (HSE) Officer
Job Summary: The HSE Officer is responsible for coordinating the health, safety, and environmental aspects of the project. This role involves performing routine administrative and technical tasks to analyze and manage various components of the project's HSE program.

Key Responsibilities:
  1. Support the Construction Contractor in obtaining daily work permits for project-related construction activities.
  2. Provide daily oversight throughout the project execution to ensure adherence to HSE policies and procedures.
  3. Conduct safety audits, inspections, and accident/incident investigations.
  4. Review accident, incident, and near-miss reports, identifying corrective actions.
  5. Promote participation in safety goals and activities among project personnel through continuous communication.
  6. Coordinate emergency procedures.
  7. Ensure compliance with all reporting requirements.
  8. Perform related duties as assigned.
  9. Foster positive and informative relationships with client and contractor HSE professionals.
  10. Maintain a clean and hygienic workplace, free of clutter and debris.
  11. Inspect equipment such as fire extinguishers and gas monitors to ensure compliance with safety regulations.
  12. Conduct or participate in risk assessments with key stakeholders and follow up on risk mitigations.
  13. Develop and maintain records of incidents, accidents, and near misses, producing project statistics.
  14. Recommend changes to working practices to the Project Lead/Lead Engineer to ensure safety and regulatory compliance.

Qualifications and Experience:
  1. A UTT or NEC National Technician’s Diploma in a related field or equivalent qualification, along with training in Health & Safety Management (NEBOSH Certificate or equivalent).
  2. At least 12 years of overall experience, with a minimum of 7 years in Health & Safety Management within a project environment in the Oil & Gas industry.

Skills and Knowledge Requirements:
  • Proficient knowledge/training in OSHA 29CFR 1910/1926 Regulation Standards.
  • Strong understanding of health and safety regulations.
  • Proficiency in Microsoft Office Suite.
  • Excellent incident investigative skills.
  • Strong written and oral communication skills, along with excellent interpersonal skills.
