Job title :- Marine Vessel Assurance Specialist
Job Location :- Qatar
Job Purpose :-
• The purpose of the Marine Vessel Assurance Specialist is to serve as primary focal person for Company’s Vessel Management Team (VMT) on all marine vessel related matters. Interfaces with Contractor’s office-based and sitebased Marine Teams.
• Serve as Company Site Rep on board Diving Support Vessels and supporting vessels for subsea construction activities.
• To support on-vessel marine safety, quality, and incident response.
• Provide marine technical support to COMPANY Vessel Teams.
• Inspect, audit, working with Marine Warranty Surveyor to ensure the proposed marine vessels meeting COMPANY’s requirement.
• Ensure all marine vessels inspection findings and punchlist list are closed out prior to chartering.
• Ensure marine crews meeting the COMPANY and international maritime standards.
• Prepare, submit and obtain approval for Marine Unit Acceptance (MUA).
Qualifications
• Demonstrate extensive experience working offshore on DSV.• Demonstrate basic training or knowledge in a. Weld Inspection Basics b. Lifting and Rigging c. Scaffold basic training d. Safety Representative training
Knowledge and/or Experience
• Master Mariner’s license in compliance with STCW II/2
• 10 years minimum experience as Master Mariner
• 3 years minimum offshore marine supervisory experience on Diving vessel
• Demonstrate extensive experience on marine vessels included but not limited to Diving Support Vessel, DP2 transportation vessel.
• Demonstrate basic training or knowledge in
o Marine Inspection
o Lifting and Rigging
o IMCA Requirements for DP2 vessel operations
o STCW Requirements
Key Accountabilities(Duties include but not limited to)
1. Works independently within established marine procedures, plans and budgets and contributes to the development of these delievrables.
2. Monitors Contractor’s marine vessel performance and ensure specifications / approved procedures are followed.
3. Works on large capital expenditure projects in a highly dynamic team environment that has tight-deadlines, high pressure, and visibility, requiring accuracy, initiative, and the ability to multi-task as essential skills.
4. Interacts effectively with project management and external stakeholders, including statutory auditors, shareholder auditors, regulatory bodies and other entities as required to discuss project marine vessel related practices and issues
5. Assists Project Management with planning, procedure review and technical support of marine vessel execution matters. Ensures that any marine vessel issues evaluated during HAZID/HIRA processes, or that are raised during safety meetings, are closed prior to the start of work. Takes initiatives, based on experienced gained, to deliver timely and cost-effective service.
6. Participates in the development of all SIMOPS documents, to ensure that all parties have a clear understanding of marine activities and their impact on adjacent work activities. Interfaces with various project teams and departments on resolving related issues that requires effective communication, initiative, flexibility, and an ability to induce collaboration.
7. Works effectively within established procedures or creates and endorses new marine procedures as necessary to further develop the Project Management philosophy.
8. Establishes credibility with peers, subordinates, and supervisors. Exhibits team leadership skills, integrity, self-confidence, fairness. Sets situations/issues in the context of the entire team and has an appreciation of the wider relationships with other people and organizations.
9. Acts as Company Site Representative or Marine Vessel Assurance Specialist as directed by COMPANy’s Management onboard Diving Support Vessels and transportation vessels to supervise operation during field execution. Performs marine inspection prior to mobilization.
10. Attends vessel safety meetings and toolbox talks to ensure there is a clear understanding of the marine activities that are to be performed. Relays all relevant Safety Alerts with the Contractor and the Vessel Management Team.
11. Responsible for supporting vessel related emergency responses, notifications, and incident reporting. Participates in Contractor investigations of all incidents and root cause analyses.
12. Conducts marine vessel equipment audits ensuring all relevant certification and audits are up to date and that any close-out actions from audits have been carried out. Reviews Contractors marine personnel certifications and qualifications.
13. Stewards in the Management of Change process and is the Company Point of Contact on the worksite for all marine vessel related site queries.
