On-Site Comissioning Manager

Our client is looking for an On-Site Commissiong Manager in Utah, specifically a candidate that has Substation Commissioning experience and expertise. This position would oversee the electrical commissioning of an entire substation up to and including energization. The ideal candidate should have experience commissioning the following equipment and have about 5+ years of field commissioning experience.

• High Voltage & Medium Voltage Substation Equipment (i.e.  Disconnect Switches, Power Transformers, HV/SF6 Circuit Breakers, Current Transformers, Voltage Transformers)
• Low Voltage Building Auxiliary equipment: (i.e.  LV Distribution Panels, Battery Banks, Automatic Transfer Switches)
• Protection & Controls: Relay Protection, HMI/SCADA Systems, Substation Function Testing.

The following are some additional traits and qualifications our client would be looking for in a Site Commissioning Manager. Ideally, we would be looking for a candidate that would have 2+ years as a commissioning manager.

• Responsible and accountable for all aspects of Site Environmental Health and Safety Management for the commissioning scope
• Responsible and accountable for Site related commissioning budget.
• Establishes Site organizational charts, roles, and responsibilities of the Siemens Energy Site commissioning staff.
• Be the single point of contact for the customer and at site and be directly responsible for all site commissioning personnel, system testing and operations including, technical advisory services and field execution performance.
• Oversee the commissioning team including assigned 3rd party contractors to ensure proper testing criteria is being followed and applied. This would include on site presence for the witnessing of necessary tests and performing Safety & Technical walkdowns.
• Review technical commissioning documents to ensure the equipment under test has met Site Acceptance criteria.
• Ensures the Schedule, Commissioning Manuals, Check Lists, Protocols, and commissioning documentation are updated as the commissioning works progress.
• Participate in Erection led Walkdowns for acceptance by Commissioning of systems deemed complete by Erection, being the final say in the Acceptance of the certificate of Erection Complete documentation (ECC)
• Review and assign any PTW applied for any works on any system under Commissioning jurisdiction, ensure all Isolations are correct and in place before the release of any PTW to personnel.
• Facilitate and run commissioning meetings with Internal staff, contractors, vendors, and being the SE interface to the customer.
• Working with the SE scheduler to Provide a commissioning look-a-head schedule for site activities.
• Monitor and ensure the Team complete and organize commissioning documentation in a timely manner for turnover to the customer. 
• Interfacing with Engineering directly with any issues or concerns discovered during the commissioning phase on SE provided equipment/systems.
