Position Title: Project Controls Lead (PCL)
Location: Midland
Schedule: 5/2 Schedule 10 Hours of OT Weekly
Overview: The Project Controls Lead (PCL) serves as a strategic leader in implementing and overseeing project control systems including cost, schedule, progress tracking, benchmarking, and change management. This role acts as the central point of coordination for all project control activities, working closely with internal teams and contractors to deliver high-impact results throughout all phases of the project lifecycle.

Overview: The Project Controls Lead (PCL) serves as a strategic leader in implementing and overseeing project control systems including cost, schedule, progress tracking, benchmarking, and change management. This role acts as the central point of coordination for all project control activities, working closely with internal teams and contractors to deliver high-impact results throughout all phases of the project lifecycle.
Key Responsibilities:
- Develop and implement the Project Controls Plan and Management of Change (MOC) Plan
- Provide leadership and expertise in project cost, schedule, progress measurement, and reporting
- Lead monthly stewardship reviews and support capital efficiency initiatives
- Coordinate estimating, planning, budgeting, and forecasting activities across teams
- Manage budget baselines including CBS, OCB, CCB, and the Project Master Schedule
- Guide gate review preparation and support funding milestones with detailed cost and schedule assessments
- Monitor contractor performance in areas of cost and schedule control; ensure alignment with standards and contractual obligations
- Review and endorse contractor baselines, forecasts, progress measures, and change proposals
- Provide mentorship to project controls engineers and planners
- Collaborate closely with controllers for budgeting, AFEs, and invoice management
- Respond to ad hoc reporting requests and present to internal and external stakeholders
- Oversee corrective actions and recovery plans as needed
- Ensure functional alignment and quality assurance for key deliverables
- Champion continuous improvement and innovation in project control strategies
- Coordinate development of Estimate Development Plans and Confidence Packages
- Maintain cross-functional communication and support consortium or JV reporting
- Bachelor’s or Master’s degree in Engineering, Construction Management, or related field
- Proven success in cost and schedule control within large-scale projects
- Strong supervisory experience and team leadership capabilities
- Excellent proficiency in Excel and PowerPoint
- Experience with PowerBI, Tableau, or Spotfire for data visualization
- High adaptability and ability to respond to shifting priorities
- Strong interpersonal, communication, mentoring, and consulting skills
- Certifications from recognized organizations (Primavera, PMI, AACE, etc.)
- Familiarity with SQL or Python for data analytics
- Knowledge of corporate project management best practices
- Willingness to work in a team environment overseas or at designated project sites
