Job Title: Project Safety Officer   Qualifications
Bachelor Degree in Safety, Engineering/Science/LPE or related subject

Knowledge and/or Experience

10 years varied experience in safety operations within the oil and gas industry including both Onshore & Offshore working knowledge.

Specific experience in managing EPC /EPCm type contract & have good understanding of O&G safe work practice.

NEBOSH or BSC Diploma or Equivalent

HSE Professional body membership

Knowledge and proficiency in HSE Regulations and Best Practices (OSHA, ISO, 14001, OHSAS 18001

Job Purpose :

Plan, manage, coordinate and monitor the Safety, Health, Environment and Security matters pertaining to the Projects to ensure project deliverables comply with approved project plans.


Key Job Accountabilities
To steward HSE management of the brownfield project execution activities by E&P-Project Management Department (PMD) in North and South facilities onshore and offshore in accordance with Company HSE procedures, Regulatory requirements and industry best practices.
Support Construction and Project engineers from the initial projects planning stage to finalise ITT HSE requirements, conduct bidders HSE evaluation

Manage the contractor onboarding process for safety trainings and competency; support the Project team in developing and reviewing project SHE plans and procedures (Safety and Emergency response plans, Risk assessments, JSAs, safe work practices...). Interview and approve contractor Safety Officer / resources.

Provide contractor with company HSE standards and expectations (Manual Procedure, Safe Work practices & guidelines).
During construction phase, monitor effectiveness of HSE plans at the ground level, conduct safety walks and inspections, incident investigations, monitor leading and lagging KPIs, workers welfare etc to maintain world class safety performance in Company projects.
To advise the PMD Project/Construction Engineers and Heads on all HSE and worker welfare matters related to Contractor HSE management.
Provide HSE information related to projects, support and mentorship to project personnel and other internal clients to ensure the conduct of safe work practices.
Prepare and keep record as per corporate and contractual HSE reporting e.g. daily, weekly, monthly, quarterly and annual HSE report, analysis and action plan.
Organise / facilitate project HSE meetings, knowledge transfer sessions, HSE alignments meetings with asset and shutdowns.
Serve as primary interface officers between contractors and company entity e.g. PMD Project engineers, Construction Supervisor, Operation team, HSE&Q Group, Asset Safety Officers, IIF Coordinator, Environmental Officers, Industrial Hygienist, EMS Officers, Training Centre, Work management team, Logistics Marine and so forth.
Implement SHE tracking system to monitor compliance on contractor Mandatory Trainings, Work Management training, Craft Specific training, third Party training requirements
Provide SHE information, support and mentorship to Contractors SHE Officers.
Participate and provide positive re-enforcement to contractor work force on Company  Behavioural Based Safety program and processes.
Facilitate Project JSA, Risk Screenings / Formal Risk Screening and enhance work force last minute risk assessment techniques.
Develop & execute Safety activity & program schedule for Inspection, and facilitate  management safety walkabout; monitoring and implementation of the permit to work system and carrying out Permit to Work Audits.
Conducts regular safety inspections on workforce activity, work method, work processes, plant, equipment, and preventive maintenance programs for contractors.
Lead incident investigations, including near misses, property damage, injuries, occupational illness and spills/loss of containment.
Schedule, execute and report the findings on CSMS Requirements Audits, Exceptional Audits and Contractor SHE Management System audit.
Prepare project close out SHE evaluations
Capture safety lesson learned from projects into PMD LL database.
Audit and monitor Onshore & Offshore construction activities at regular intervals, in order to identify any unsafe acts, to verify whether safe working practices are being adhered to, and to ensure Project safety procedures are being complied with.
Assist with formal investigations into safety incidents and ensure that root causes, corrective actions and preventative measures are recorded and shared for wider learning.
Actively participate in management site SHE&S  inspection tours and daily site walkabouts, to provide visible management participation and support the Project SHE&S  culture.
Develop the Safety campaigns, support the implementations at sites and facilitate HSE training and orientation requirements, to ensure the Project operates within HSE requirements, deliverables and expectations.

Participate in project SHE meetings, knowledge transfer sessions, SHE alignments meetings with asset and shutdowns.
Implement Company safety policy in all PMD project executions at brownfields area including Onshore & Offshore and shutdown scope.
Develop & execute Safety activity & program schedule for Inspection, and facilitate  management safety walkabout
Conducts regular safety inspections on workforce activity, work method, work processes, plant and equipment and preventive maintenance programs for contractors.
Leads or participates in incident investigations, including near misses, property damage,       injuries, occupational illness and spills/loss of containment.
Identify positive areas as continual improvement in post contract overall SHE evaluation.
