Position: Quality lead
Location: EPC Offices in the UAE for engineering and the rest of the execution phase
Duration: 12 months renewable
Start date: 1/9/2025
Status: Resident
Travel: Business trips to Iraq - 1 week every two months

ACTIVITIES
• Ensure effective implementation and maintenance of quality control and quality assurance activities under the responsibility of the Package Manager and during all phases of the Project execution (detailed engineering, procurement and construction activities)
• Ensure the effective implementation of the Project Quality Management System (QMS) within the Package.
• Ensure the EPC Contractor QMS is fully developed, established and maintained, in compliance with the EPC contract requirements,
• Ensure the EPC Contractor is enforcing his contractual commitments and implementing properly his Contract Quality Plan and Objectives.
• Ensure all contractor documentation, deliverables and activities meet project quality standards, applicable regulations and requirements, issued or performed in a timely and safe maner.
• Monitor and report on quality performance within the Package to the Package Manager and Project Quality Manager, and propose improvement and remedial plan when relevant.
• Oversee quality inspections, audits, and corrective actions to maintain compliance throughout the project lifecycle.
• Provide guidance and support to the project team on quality-related matters to promote a culture of excellence.
• Manage the feedback/lesson-learnt process within the package.
• Be accountable for demonstrating an exemplary behavior with regard to H3SE rules and requirements and for ensuring their implementation within his/her scope of responsibility.

KEY ACTIVITIES
• To adopt and to demonstrate an exemplary behaviour with regard to Company "Code of Conduct" and HSE rules and regulations. To implement HSE rules and requirements within his area of responsibility, and to comply with HSE training requirements for the position.  Promote a safety culture within the quality team and ensure that all quality inspections are conducted in a safe manner.
• To support and enforce the Project Quality Management System, promoting the Project Quality Policy and Objectives.
• In coordination with the Project Quality Manager, and whenever necessary, to adapt and complement the Project Quality Management system by developing package specific plans and procedures.
• In coordination with the Package Manager and Project Quality Manager, to assess and adapt the necessary quality resources for an effective implementation of the Project Quality Management System within perimeter. To ensure that contractor quality activities are planned and performed in accordance with Project requirements.
• To define and develop the Package Surveillance program covering Contractors and Suppliers activities.
• With the support of the Project surveillance team, to review Contractor's PO's to verify that QA/QC requirements are satisfactory considered. To participate when needed to KOM and PIM with subcontractors and Vendors, and to specifically remind the Contractual commitments and Company expectations with regards to Quality.
• To participate in qualification process of new vendor.
• To coordinate with Project Quality Manager for performance of Quality Management System Audit or Process Audit of contractor and key suppliers. To issue/review associated audit reports and to follow-up implementation of relevant Corrective Action Plans.
• To review and approve the Contractor's Quality Control plans and Inspection and Test Plans. To verify that Contractor QC program is in line with the Company expectations and requirements. To ensure that surveillance activities are planned in accordance with said procedures/plans and that Contactor QC surveillance/inspection is planned as agreed. To ensure that 3rd party surveillance activities are satisfactory considered. To mark-up Inspection and Test plans with Company surveillance points, with specific focus on Hold points.
• To review and approve the other Quality related documents issued by the Contractors and Suppliers and to raise the necessary comments.
• To review Contractor's and Supplier's QA/QC Organization to verify its adequacy and effectiveness to address all quality issues.
• To ensure the review of inspection reports and other quality records issued by contractor on completed works and activities.
• To witness the Quality Audits performed by the Contractor on their Suppliers.
To participate in Contractor investigations of significant Quality failures or other work deficiencies.
• In coordination with the Package team, to ensure effective management of change processes are implemented within the package (deviation, derogation).
• To review and assess the contractor Non-Conformance reports (NCRs) and dispositions.
To ensure proper root cause analysis of Contractor Quality failures is undertaken, and conclusions are reached and corrective actions undertaken. To follow-up and tracking of the Correctives Action Requests (CARs) and NCRs.
• To analyze and resolve issues and problems highlighted during the quality surveillance/ QC activities. To follow and expedite the remedial actions from Finding and observations during the Quality Audits or other Quality surveillance/QC activities.
• To ensure that certification and local regulation requirements are fully implemented.
• To ensure a progressive review and compilation of Final documentation.
• To participate to regular Quality reviews and meetings with Contractor.
To review quality KPI’S, improvement efforts, quality issues/failures, NCR trends, etc ...
• To act as Knowledge Management coordinator within the package.
• To participate in lesson-learnt reviews and ensure that improvements are implemented for future activities.
• To maintain the Package Quality records and monitoring registers.
• To provide assistance to the Project Quality Manager in implementing the Project Audit Program for his activities related to the package.
• To raise weekly & monthly status reports to Package Manager and Project Quality Manager on quality activities. To maintain the Package Quality indicators (KPI's).
• To act as a key point of contact for quality-related matters with contractors, suppliers, and internal stakeholders.

Qualifications/ Experience requried

Professional Experience:
• Minimum 10 years in Oil and Gas projects, with significant experience in quality management roles.
Experience in similar position:
• 5 years of experience in a quality lead or equivalent role, preferably within EPC projects.
Technical Skills:
• Strong knowledge of quality management systems (e.g. ISO 9001) and quality assurance procedures.
• Ability to lead audits, inspections, and manage non-conformance processes.
Level / Diploma:
• Bachelor’s degree in engineering (or related field).
Languages:
• Fluency in English; knowledge of Arabic is an advantage.
Soft Skills:
• Strong Communication skills.
• Strong problem-solving and decision-making abilities.
• Ability to work collaboratively in a multicultural environment.
