Job Description – Senior Buyer
Key Role Description
Procures materials, equipment, and supplies under the best possible terms, in accordance with company policy. Includes, but is not limited to, review and analysis of Purchase Requisitions (“PRs”), investigation and development of sources of supplies, issuing of bid requests / Requests for Quotation (“RFQs”), reviewing quotations and issuing Purchase Orders (“POs”).

Education, Experience, and Skill Requirements
Area Operations leadership, Project and Process Engineering, all levels of the Maintenance, Project Control, and Execution groups, HSES representatives, Finance A/P and External Industry resources.

- Analyzes PRs to ensure clarity and completeness in description of materials and equipment, quantity and quality requirements, proper authorization of funding, delivery requirements, mode of transportation, and proper support documentation.
- Helps to maintain a current list of suppliers, both primary and secondary/alternative, capable of meeting the companies operational needs, on an ongoing basis.
- Requests quotation from qualified bidders. Analyzes bid quotations, evaluates factors such as commercial terms and conditions, price, delivery, financial status, technical capability, quality control, and geographical location of shipping point.
- Negotiates the best price, delivery, terms of payment and purchase conditions, tax exemptions, price escalation, and other factors impacting costs. Coordinates technical review of paperwork with appropriate stakeholder(s). Issues POs and/or Supply Agreements after securing required internal approvals.
- Investigates market conditions, makes comparative analyses of price and delivery conditions, availability and quality of material and new sources of supply.
- Coordinates with stakeholders / end users to receive feedback on the performance of current suppliers.
- Maintains Replenishment of stock materials including information in Maximo for purchasing: vendor, Min/Max stock level, order quantity and issuing of POs.
- Coordinates with Rotating Equipment Team to maintain stock of rotating equipment, including replenishment and repairs as needed.

Education, Experience, and Skill Requirements
- Minimum of 3 years’ experience, preferably in a continuous process industry such as refining, petrochemical, or chemical processing. CPM (Certified Purchasing Manager), APP (Accredited Purchasing Practitioner) preferred.
- Bachelor’s Degree in Business, Engineering, Marketing, or related field.
- Proficient with Microsoft Word, Outlook, and Excel with Knowledge of SAP/Ariba and Maximo preferred.
- Demonstrated proficiency in all of Role Specific Competencies.
