Senior Subcontracting Specialist

NES Fircroft are supporting our valued client, a Global EPC, who are looking for a Senior Subcontracting Specialist to join their Perth team on an initial 12-month contract.

Position Purpose:
  • To protect the commercial interest of the company in respect of the project are satisfactorily protected in all its activities and transactions with subcontractors, in particular;
  • Commercial opportunities are pursued and maximized;
  • Subcontracts are effectively managed to mitigate risk to the company under the Subcontract;
  • Company policies and procedures are implemented and adhered to and
  • Project reports accurately reflect the current commercial status of the project and the likely outcome at completion
Main Accountabilities:
Subcontract Post Award:
  • Providing guidance to the project team to ensure adherence to the requirements of the subcontracts
  • Ensuring that all notifications to the Subcontractors are issued within the timeframe set out in the subcontract
  • Preparation, issue, negotiation and settlement of claims and variations with Subcontractors, working in collaboration with the Project Manager.
  • Preparation of interim progress claims and negotiation and agreement with Subcontractor representative of the amounts claimed.
  • Insurance certificates are issued to the Subcontractor in compliance with the terms and conditions of the contract and the requirements set out in “Group Subcontracting General Principles”.
  • Agreement of terms of Performance and Retention Guarantees in accordance with the requirements of the main contract.
  • Preparation and negotiation of final account with Subcontract representatives
  • Evaluation and agreement of subcontractor interim progress claims.
  • Assessment, negotiation and agreement of subcontractor variations and claims.
  • Ensuring that “Contra Charges” are collated and recovered from subcontractor’s accounts.
  • Evaluation, negotiation and agreement of Subcontractor final accounts.
  • Proactive approach to commercial and contractual risk identification and mitigation.
  • Onboard and mobilisation of the Subcontractor’s including overseeing the submission of all pre[1]mob deliverables.
  • Complex claims assessment and negotiations including the evaluation of EOT’s and Prolongation Claims.
Subcontract Pre-Award:
  • Providing assistance to the Project Manager to produce the Project Execution Plan, including a detailed subcontracting and procurement plan.
  • Produce, monitoring and updating the subcontracting plan to ensure that key dates within the master project schedule are achieved throughout the tender process;
  • Preparation of the standard terms and conditions of Subcontract, modified where necessary to incorporate the requirements of the main contract.
  • Preparation of “Invitation to Tender” packages in conjunction with Project Engineers/Project Manager.
  • Evaluation of tenders, negotiation with tenderers and preparation of “Recommendations of Award” for approval by the Project Manager and Senior Management.
Cost Control:
  • Development of the “Work Estimate” in conjunction with the Cost Engineer and Project Manager.
  • Forecasting of cost at completion for major subcontractors and suppliers.
  • Forecasting of final project revenue.
  • Verification that costs to date, accruals and commitments in respect to subcontractors and major procurement packages are accurate and reconcile with account information.
  • Providing input into Project Management Reports and other management reports as required by Senior Management.
Procurement:
  • Ensuring the terms and conditions of the Purchase Orders are appropriate for the nature of the goods or services being obtained and that the requirements of the main contract are incorporated into the purchase order on a ‘backto-back’ basis where appropriate.
  • Where necessary, assisting Purchasing/ Procurement with the negotiation of commercial terms and conditions and evaluations of tenders.
  • Ensuring that purchase order commitments are let within the constraints of the work estimate (budget).
  • Assisting the Purchasing/Procurement team with the evaluation, negotiation and settlement of claims and variations.
Risk Management
  • Facilitate internal and external Risk Workshops and maintain the Project Risk register.
Qualifications:
  • Bachelor’s degree in commerce, law, engineering, or construction management; or
  • A background in Project Engineering/Construction Management in the offshore/onshore oil & gas industry
Knowledge / Skills:
  • A strong understanding of the principles of contracts law and business ethics and the contractual/commercial principles adopted with the industry.
  • Good negotiation, verbal & written communication skills
  • Good personal and business organisation skills
  • Basic knowledge of oil and gas standards/regulations/procedures is preferred.
  • Minimum 6 years relevant experience as a Contracts Engineer.
