Primary Purpose of the Job Responsible for the supervision of Contractor’s construction activities, under the EPIC lump sum contract, and construction works in the Off-Plot BOG and MIC Areas of the New NGL plant a major capital project at Mesaieed to ensure compliance with approved scope, approved design, QHSE requirements, execution schedule leading to timely completion, commissioning and handover of assigned projects in accordance with the project requirements, specifications and standards. 
  Principal Accountabilities
  1. Supervise, control, assure and verify all multi-discipline site construction activities in the BOG and MIC areas for NGL-5 project.
  2. Lead a team of discipline Construction Supervisors, providing constructability related direction, guidance and advice.
  3. Control and supervise site construction/installation of project works, including workshop prefabrication works of all disciplines in accordance with approved drawings, specifications and Execution Plan.
  4. Participate and give input on constructability and construction safety in design reviews during early planning phase.
  5. Ensure the construction teams regular review, assurance of the projects schedule and develop and ensure an effective construction focused claims mitigation plan is being managed.
  6. Assist in mobilization and demobilization of Contractor personnel, equipment and logistics involving Contractors, Sub-contractors and Vendors.
  7. Ensure effective plans are in place to assure and verify the construction works and materials in accordance with Work Plans and Inspection Test Plans.
  8. Participate and contribute to risk assessment workshops and ensure risks are actively managed.
  9. Inspect and monitor contractors’ Site work related to his area of discipline to ensure compliance with the approved design and report variances to his supervisor.
  10. Co-ordinate, liaise and follow up with relevant parties to resolve complex site issues and raise technical queries for required modifications, as necessary.
  11. Proactive with safetyBe a safety leader while performing site construction activities including in live plants and ensure site compliance with statutory safety and environmental regulations.
  12. Be proactive in ensuring permits to work are in place to ensure both safe work and timely construction.
  13. Be proactive with simultaneous operation & construction works in live plants by understanding the End User’s constraints/concerns and hence minimizing effects on the project schedule and cost.
  14. Manage assurance of and co-ordinate pre-commissioning activities, assist during commissioning of Department assigned projects and ensure that all Punch List items are cleared in a timely manner.
Support Qatari development activities by ensuring that Qatari Nationals receive the proper job training and development in order to realize the full potential for local talents, and maximize contribution to project success.
  Qualifications/Knowledge/Skills/Experience
  1. Degree in an Engineering Discipline or relevant Diploma from a recognised university or equivalent with extensive construction management experience. An additional/secondary HSE qualification such as IOSH or NEBOSH would be advantageous.
  2. Twelve (12) years minimum construction/installation related experience of which ten (10) years in oil & gas industry preferably LNG/NGL/Refinery projects.  A minimum of five (5) years experience of brownfield construction is required.
  3. Experience of supervising major lump-sum projects in a Construction Supervisor role for a Client organisation, preferably with an IOC/NOC is an advantage.
  4. Good knowledge of construction and QHSE related standards and methodologies.
  5. Good ability to interpret and review method statements, inspection and test plans, lifting/erection plans, construction schedules and drawings.
  6. Ability to highlight potential bottlenecks/problems related to construction activities and suggest solutions.
  7. Good communication in English, presentation and report writing skills.
  8. Can demonstrate good team building and relationship building skills.
